    本研究は、中国の石炭火力発電所を対象に、DEAで推計した環境効率の改善が大気汚染による健康被害(早期死亡)をどの程度削減しうるかを、化学輸送モデルや疫学知見を統合して定量化したものである。ベースシナリオの早期死者数41,178人に対し、排出削減シナリオでは24,768人となり、約40%(16,410人)の削減効果を示した。こうした学際的統合と具体的な効果量の提示が評価され、2024年度SEEPS大会(関西大学千里山キャンパス)において同論文に奨励賞が授与された。

    This study analyzed the production efficiency of 45 eco-feed plants in Japan—28 using the dry method, 11 with the liquid method, and six using the fermentation method—through data envelopment analysis (DEA). Inputs included annual food waste and maintenance costs, while the output was annual eco-feed production. The results revealed average production efficiency scores of 0.436 (dry), 0.491 (liquid), and 0.469 (fermentation). Improving efficiency could significantly boost eco-feed production. The primary source of inefficiency was identified as pure technical efficiency (PTE), which highlighted disparities in production technologies among plants. By improving inefficiencies, the sales increase potential (SIP), which refers to the potential annual economic savings were estimated to be 4 billion JPY, while greenhouse gas emissions could be reduced by approximately 35,000 t-CO<inf>2</inf>. Scaling up production was recommended for plants with scale inefficiencies (SE)—particularly those under increasing returns to scale (IRS). Policy measures, including linking food-related industries to eco-feed plants, were proposed to facilitate this. Additionally, identifying reference plants for inefficient facilities was emphasized to enhance PTE. To support this, the government should enable plant managers to visit reference plants and improve waste management systems—particularly for the dry method—by requiring food companies to better sort waste. These measures aim to improve both economic and environmental outcomes.

    In Japan, excessive investment in expensive and energy-intensive imaging equipment such as computed tomography (CT) and magnetic resonance imaging (MRI) machines, coupled with inefficient utilization, poses significant economic and environmental concerns. However, the scale and regional disparities in such inefficiencies have not been systematically assessed nationwide. This study addresses this gap by developing an analytical framework that integrates Data Envelopment Analysis (DEA) with the Malmquist decomposition analysis to evaluate the operational efficiency of CT and MRI scanners across 47 prefectures in Japan between 2014 and 2020. This approach enables us to measure efficiency trends, identify underperforming regions, and estimate potential reductions in capital investment, energy consumption, and life-cycle CO<inf>2</inf> emissions achievable through improved efficiency. The results indicate that more than 80 % of prefectures operated CT and MRI scanners inefficiently in 2020, with an average national efficiency decline of approximately 5 % over a seven-year period. Approximately 60 % of prefectures experienced deteriorating efficiency, leading to substantial financial losses and an estimated 3 Mt-CO<inf>2</inf> of additional emissions, comparable to the annual emissions from Japan's passenger shipping sector. To mitigate these economic and environmental impacts, policymakers should prioritize strategies to enhance the utilization of existing equipment, such as encouraging medical tourism and promoting the shared use of imaging devices, rather than expanding device inventories.

    Global food loss and waste continues to increase despite efforts to reduce it. Food waste causes a disproportionally large carbon footprint and resource burdens, which require urgent action to transition away from a disposal-dominated linear system to a circular bioeconomy of recovery and reuse of valuable resources. Here, using data from field-based studies conducted under diverse conditions worldwide, we found collective evidence that composting, anaerobic digestion and repurposing food waste to animal feed (re-feed) result in emission reductions of about 1 tCO2e t−1 food waste recycled compared with landfill disposal. Emission mitigation capacity resulting from no landfill disposal in the United States, the European Union and China would average 39, 20 and 115 MtCO2e, which could offset 10%, 5% and 17% of the emissions from these large agricultural systems, respectively. In addition, re-feed could spare enormous amounts of land, water, agricultural fuel and fertilizer use. Our findings provide a benchmark for countries developing food waste management strategies for a circular agrifood system.

    China has implemented three sets of low-carbon city pilot policies (LCCP), making it the world's most extensive low-carbon and green development program. Many studies have examined the impact of this policy on green development. However, studies rarely discuss spillover effects. This deficiency can lead to biased policy evaluations. This study employs a quasi-experimental approach to investigate the spillover effects of LCCP on the green total factor productivity (GTFP) of neighboring non-pilot cities and identify the underlying mechanisms. Using panel data from 283 cities in China spanning from 2004 to 2020, this study employs the time-varying difference-in-difference method. The empirical evidence suggests that LCCP can significantly enhance the GTFP growth of non-pilot cities located within 100 km, with an average annual increase of approximately 1.43%. Mechanism analysis indicates that increasing technological innovation and learning from the pacesetter play crucial intermediary roles in promoting GTFP improvements in neighboring cities. Furthermore, the spillover effects exhibit noticeable heterogeneity, particularly among cities in the eastern region, middle region, and large cities. These findings provide empirical evidence regarding the spillover effects of China's largest carbon pilot policies, contributing to a comprehensive assessment of policy impacts and offering fresh insights for climate policy tools.

    Eco-labels are one potential tool to facilitate communication between producers and consumers and to promote environmental and social policies. The main objective of this study is to investigate the successes and limitations of eco-labels through a comprehensive review of the academic literature and the label programs themselves, and to discuss the potential and directions for future academic research and eco-labels. The initial literature review examined the definition, characteristics, objectives, successes, and challenges of eco-labels and identified essential elements of successful labeling, such as consumer awareness and acceptance. The subsequent review of label programs examined the characteristics and trends of 456 label programs in 199 countries based on a large eco-label database. Several additional analyses comprehensively synthesized the results of these two studies and provided specific suggestions for future academic research and label programs. In conclusion, at this time there is limited evidence that eco-labels can serve as effective communication and policy tools. However, there also remain significant improvement opportunities for many label programs to realize their potential.

    This study aimed to investigate whether global air pollution harms human morals beyond physiological and psychological health. To accomplish this, we conducted an original survey involving over 80,000 individuals across 30 countries, inquiring about their recent perceived unethical behaviors. Through regression analyses, we identified global evidence of a positive correlation between local monthly average concentrations of nitrogen dioxide (NO2) and perceptions of unethical behavior. This finding suggests that air pollution may potentially elicit unethical behavior through a complex response mechanism. It is noteworthy that the impact of air pollution on the inclination to perceive unethical behavior is heterogeneous across categories of unethical behavior and countries. For example, the effects of increasing air pollution concentrations vary even within the same European country: an increase in NO2 concentration in Greece and the Netherlands augments the inclination to perceive fatal unethical behaviors such as murder, terrorism, and suicide, while in Germany, NO2 concentration diminishes the inclination to perceive the same types of unethical behaviors. Overall, the societal costs of air pollution may be even more far-reaching than previously acknowledged, and further research is necessary to unveil the intricate response mechanisms underlying this issue.

    It is unclear whether improving the environmental efficiency (output per input) of coal power plants mitigate premature deaths due to air pollution. This study proposed an interdisciplinary framework based on a frontier method to quantify the health benefits of improving the environmental efficiency of power plants. A case study based on the input and output data of 316 coal power plants in China in 2010 was conducted to verify the functionality of the proposed framework. The main findings were as follows: (1) the environmental efficiency improvement of power plants can play an important role in mitigating health hazards caused by air pollutants; (2) the mitigation potential of premature deaths has spatial variations; and (3) the emission reduction potential of air pollutants is not correlated with the mitigation potential of premature death at the provincial level. These results highlight the importance of understanding the regional potential for health hazard mitigation as well as the crucial need to implement suitable policies for improving environmental efficiency.

    Biodiesel fuel (BDF) is a potentially carbon-neutral fuel that could play a potentially important role in preventing global warming. However, its high production cost poses a challenge for many BDF producers. To establish an efficient method for BDF production and increase its cost competitiveness, the production efficiencies of 35 BDF plants in Japan, which produce BDF from waste cooking oil, were evaluated. Moreover, the cost reduction potential associated with improved efficiency was estimated. The empirical analysis revealed that (1) approximately 92% of the BDF plants have inefficient production; (2) they exhibit two predominant types of inefficiencies, technical and scale inefficiencies, and (3) improvement of production inefficiency can lead to an average production cost reduction of 3.52 yen per liter of BDF. To increase the production efficiency, it is important to improve the quality of the waste cooking oil used and increase the production scale. It is recommended that operators of inefficient BDF plants learn the production activities of the most efficient plants identified in this study. Furthermore, government policies focused on efficient BDF plants are essential to increase BDF production with limited resources.

    This study proposes a novel objective and quantitative evaluation framework for energy-related social equity (ESE) based on data envelopment analysis. Specifically, we integrated five social indicators of 99 countries into a single composite indicator to investigate the international distribution and change of ESE, and the progress in the energy transition with the improvement of social equity. Our findings are as follows: (1) The higher the income level of a country, the higher its ESE, but the slower its growth rate; (2) the global ESE gap is reducing (although not sufficiently) due to the catch-up by low ESE countries over the analyzed period; (3) an equitable energy transition over the analyzed period is observed in most countries (although to different degrees). Fossil fuel-based social development can contribute greatly to improving the ESE of countries in the short term, while increasing the environmental burden in the long term, and can be a heavy impediment to the realization of fully equitable societies. We finally concluded that improving social equity through increasing the share of renewable energy is crucial for countries at all income levels, and especially for low-income groups, which have the potential to leapfrog towards a fully equitable society.

    Abstract: Although many studies have analyzed the environmental efficiency of coal-fired power plants in China with the aim of reducing CO2 emissions, there has been much less focus on the locations of the plants and their spatial pattern. In this study, we investigate the spatial dependence of environmental efficiency for coal-fired power plants in China from 2002 to 2011. We apply an integrated framework of data envelopment analysis and spatial autocorrelation analysis. We deduce the following three main findings from our empirical analysis: (1) the overall environmental efficiency of power plants increased during the study period, and the gap between the environmental efficiency of coastal and inland areas was reduced; (2) there is a positive spatial autocorrelation among the environmental efficiency levels of coal-fired power plants in China, and this spatial agglomeration has increased annually; and (3) high-efficiency power plants are spatially clustered in coastal areas while low-efficiency power plants are clustered in inland areas. Based on these findings, we conclude that cooperation among neighboring power plant managers is crucial to achieving effective environmental efficiency improvements, and that central and local governments should facilitate knowledge and technology spillover among the power plants.     Converting food waste into animal feed is highly useful for tackling the problem of food waste, which is particularly severe in developed countries. This study quantified the inefficiencies in converting food waste into animal feed and identified the sources of inefficiencies through a data envelopment analysis (DEA) of the monthly input–output data of two food waste–based animal feed producers in Japan. Our empirical analysis revealed that the producers of animal feed obtained from food waste (especially those treating food waste from retail and service industries) demonstrated inefficiencies in production technology and scale; moreover, expanding the production scale and improving the quality of food waste could enhance production efficiency. Based on the empirical results, specific policy implications were provided for the widespread use of animal feed obtained from food waste in Japan and elsewhere, globally. Furthermore, it was suggested that the COVID-19 pandemic contributed to a severe reduction in the production efficiency of animal feed producers treating food waste obtained from retail and service industries.

    This study conducts an environmental efficiency analysis of 104 coal-fired power plants in China by simultaneously considering multiple undesirable outputs (CO2, SO2, NOx, and PM2.5 emissions) generated during the production process and the heterogeneity caused by differences between the five major power generation companies (Datang, Guodian, Huadian, Huaneng, and Power Investment). In the empirical study, slacks-based data envelopment analysis (DEA) was employed to investigate the “total” and individual CO2, SO2, NOx, and PM2.5 “specific” environmental inefficiency scores for each power plant. These scores allow us to identify which undesirable outputs are the main sources of total environmental inefficiency for each company and power plant. The results show that inefficient PM2.5 and SO2 emissions are the main sources of environmental inefficiency for many plants. Furthermore, a meta-frontier DEA decomposition framework is adopted to identify whether the source of total environmental inefficiency for each power plant is due to technological gaps between the five major power generation companies or managerial gaps within the same power generation company. The results imply that, in most cases, managerial gaps within the same power generation company account for a larger proportion of total environmental inefficiency for each power plant. These findings are used to provide comprehensive policy suggestions for government and corporate managers to improve the environmental efficiency of power plants.

    This study applies data envelopment analysis (DEA) to estimate the technical efficiency (TE) and CO2 emission reduction potential of 1270 coal-fired power plants in 28 Chinese provinces and municipalities. The large dataset used in the study includes 727 combined heat and power (CHP) plants and 543 thermal power plants. Results show an average TE score of 0.57 for the CHP power plants and 0.58 for the thermal power plants, suggesting a significant potential to reduce coal consumption in both types of coal-fired plants. Total CO2 emission reduction potential was estimated to be 953 Mt-CO2, or 19% of the total CO2 emissions of China’s electricity and heat producing sectors, indicating that China’s coal-fired power plants have a significant potential to mitigate CO2 emissions through technological improvement. In the second stage of the study, a Tobit regression analysis was conducted to identify the determinants of TE. Factors such as the plant’s annual operation rate and capacity utilization rate were found to be significant influences. Based on our results, we propose that the Chinese government create a power distribution structure that generates electricity using technologically efficient equipment in areas rich in coal resources and distributes the generated electricity to other areas of the country.

  • Developing effective CO2 and SO2 mitigation strategy based on marginal abatement costs of coal-fired power plants in China Invited Reviewed International journal

    This study proposes a novel analysis framework to investigate the CO2 and SO2 emission efficiency, emission reduction potential, and marginal abatement cost (MAC) of 316 coal-fired power plants in China. The comprehensive analysis framework is based on the combined approach of utilizing the directional output distance function (DODF) and parametric linear programming (PLP). The average emission efficiencies of CO2 and SO2 were 0.48 and 0.61, respectively, which indicates that China’s coal-fired power plants have a large potential to reduce CO2 and SO2 emissions, on average by 52% and 39%, respectively. In 2010, the average CO2 and SO2 emissions reduction potential for the 316 investigated power plants were 1,517 kt and 3,773 t, respectively. The average MAC prices for CO2 and SO2 were estimated to be 598 yuan/tonne and 22,401 yuan/tonne, respectively, indicating that the reduction of such emissions is very expensive. Furthermore, I formulated an optimization problem for maximizing CO2 and SO2 emission reductions under the governmental budget constraint. Solving this optimization problem yielded the total cost for the maximum reductions of CO2 and SO2 emissions, the maximum possible reductions for CO2 and SO2 emissions for each allocated budget scale, and the optimal budget allocation for each power plant at a given budget scale. I finally suggest effective mitigation strategies for CO2 and SO2 emissions generated from China’s coal-fired power plants.

    新型コロナウイルスの流行、ロシアによるウクライナ侵攻、台湾海峡の緊張など、世界は複数のグローバル危機に直面している。本研究の目的は、これらのグローバル危機に対応したサプライチェーン(SC)の再構築が、SCの生産及び環境パフォーマンスに及ぼす影響を定量的に評価することである。具体的には、データ包絡分析(DEA)と産業連関分析(IOA)の両アプローチを統合し、SCのパフォーマンスを再構築前後で比較するための分析的枠組みを提案する。ケーススタディでは、ロシアから欧州・G7諸国へのエネルギー供給の停止に伴う「脱ロシア化」の影響を、世界164か国の電力産業SCを対象に実証的に分析する。

    大気汚染が人間健康に悪影響を及ぼすことは,医学的な先行研究によって殆ど自明である.一方で,大気汚染が人間行動に及ぼす影響の多くは,依然として未解明な部分が多い.本研究では,汚染が個人の不安(ストレス)や不快感を誘発するという既存の疫学・心理学的知見を踏まえ,大気汚染への暴露が個人の行動や意思決定に与える影響について調査する.具体的に,本研究では,消費者への大規模アンケート調査・大気汚染や気象条件の衛星観測データ・回答者の地理情報等のビッグデータを応用した頑健な因果推論モデルを構築し,以下の2つの仮説について検証する:「仮説①:大気汚染への暴露が,個人の非倫理的行動(差別,DV,窃盗,殺人等)を誘発する」;「仮説②:大気汚染への暴露が,個人の親環境的行動(節電,節水,リサイクル,ごみ拾い,ボランティア活動等)を妨げる」.これらの問いに科学的に答えることで,健康被害を超えた汚染の更なる外部費用について明らかにすることができる.本研究は,汚染の外部費用を正確に反映できていない現代社会システム(環境税や補助金制度等)の再構築を通した社会厚生の最大化に,行動科学の観点から貢献するものである.

    あらゆる財の生産活動は複雑なサプライチェーン(Supply Chain: SC)の上に成り立っている。SC全体を考慮した生産パフォーマンスの定量評価は、包括的なCO2排出削減政策を実施する上で決定的に重要である。本研究では、産業連関(Input-Output: IO)分析とデータ包絡分析(Data Envelopment Analysis: DEA)の手法を統合し、複数国/地域の特定の産業に付随するSCネットワーク全体の生産効率性を、直接・間接の多段階に分けて評価する分析モデルを新たに構築する。また、世界164か国120部門に跨る電力産業SCを対象とした実証分析を通じて、モデルの有効性を確認すると共に、①各国電力産業SCの直接・間接段階にそれぞれどの程度の生産“非”効率性が潜在し、②その“非”効率性の改善がどれ程のCO2排出削減効果をもたらすのかについて明らかにする。最終的に、“SC全体を考慮した”各国による電力産業の生産効率性改善政策が、各国のパリ協定で設定されたCO2排出削減目標にどの程度貢献できるのかについて定量的な議論を展開する。

    This study developed a new supply chain efficiency evaluation model that integrates network DEA and Input-Output analysis. Specifically, the following two analyses were conducted during the research period: (1) construction of a supply chain efficiency evaluation model by applying an Input-Output analysis model to a network DEA model; and (2) supply chain efficiency analysis of the electricity sector in 164 countries based on a multiregional Input-Output table. Two conference presentations were made in the last fiscal year regarding the analysis of (1) and (2). The research will be continued for publication in a peer-reviewed English journal.

    本研究では、中国石炭火力発電所の詳細なクロスセクショナルデータにフロンティア分析を適用することで、予算制約の下で同由来のCO2排出量を効果的に削減するための最適投資フレームワークの開発を行う。中国石炭火力発電所1270基の投入(石炭消費量、設備容量)・産出(電力生産量、CO2排出量)データに、フロンティア分析法を適用することで、各発電所の「環境効率値」、「CO2排出削減ポテンシャル」、「限界CO2削減費用」が推計され、これらの推計値から導出したCO2排出削減量の最大化問題は、一定の予算制約の下で最大限のCO2排出量削減を達成するための最適な予算配分を明らかにすることができる。

Educational Activities

  • 主な担当講義は,「統計計量分析」です.複雑化する情報社会において,企業経営や生産マネジメントにおける意思決定は,勘や経験に頼ることのない「定量的」かつ「客観的」な評価基準に基づいたものである必要があります.本講義では,生産活動の効率性を定量的・相対的に評価するための手法である「データ包絡分析」や関連する統計的手法について学習し,事実ベースかつ多角的な視点から物事の本質を捉えるための能力を養います.
     ゼミでは,経済における重要なステークホルダーである「生産者(もしくは消費者)」の「持続可能性」に着目した分析を行っています.具体的に,3年生の前期には,環境経済学(資源・エネルギー経済学)や計量経済学の基礎的な知識をグループによる輪読形式で学習します.3年生後期からは,興味関心のある分析テーマを各自決めてもらい,アンケート調査や公開データ等をベースに,エクセルや統計ソフトウェアを用いた実証データ分析を行ってもらいます.日頃のプレゼンテーションや質疑応答,課外活動等を通して,社会人として重要な4つの能力(分析力;思考力;実行力;伝達力)を養うことも目指します.
