就職実績有, 沖縄科学技術大学院大学（OIST)： 2018年から2021年までの間、緊急対応コーディネーター兼任OHSマネジャーとして危機管理と安全管理に従事した。Pandemic、地震津波、火災、死傷事故などのBCPを含むBCMの作成と教育訓練を実施、野外研究活動・研究室の安全を含む教育研究の安全管理システムの基礎を構築、またリスクマトリックスを用いて大学の全リスクの抽出及びリスク低減策を設けて同大学の安全確保に寄与した。Fire response sheetを全研究室に設置し、火災発生時に研究員などが迅速に消火・避難活動ができる体制を築いた。野外研究活動に関しては事前に具体的リスクを評価し改善できるシステムを構築した。2020年から日本に影響が及んだ新型コロナウイルス対策は、BCPに基づきいち早く感染区域旅行禁止など一連の措置を講じ、その功績はOIST学長の2020 Year-End Letterで受けた。\n
Okinawa Institute of Science and Technology Graduate University (OIST): From 2018 to 2021, Dr. Fukuoka served as the Emergency Response Coordinator and OHS Manager in crisis management and safety management; developed BCM including BCPs for Pandemics, earthquakes, tsunamis, fire, casualties, etc., and conducted education and training; developed the basis of a safety management system for education and research including fieldwork research activities and laboratory safety; and contributed to the safety of the university by identifying all risks and establishing risk mitigation measures using a risk matrix. Fire response sheets were installed in all laboratories to enable researchers and others to quickly extinguish fires and evacuate in the event of a fire. In response to the new coronavirus that began spreading in Japan in 2020, a series of measures were promptly implemented based on the BCP, including a ban on travel to infected areas. The achievement was recognized in the OIST President's 2020 Year-End Letter.

就職実績有, 運輸安全委員会(JTSB)： 2009年から2016年までの間、統括地方事故調査官（最終役職）として、13件の重大事故及び50件以上の事故を調査分析して報告書案を作成、公表した。JTSB在職中、国際海事機関(IMO)のIII（規則実施小委員会）Correspondence Group分析官として事故を分析しその結果はIMOウェブサイトlessons learnedに掲載された。またIMOコンサルタントとして元首席英国事故調査官と共同で「National Training Course on Marine Casualty and Incident Investigation」の教材を作成しフィリピン共和国政府職員に教育訓練を実施した。英国クランフィールド大学で事故調査分析の基礎を学び、神戸大学大学院博士後期課程で新しい事故モデルを用いた事故防止で2016年博士号を取得した。\n
Japan Transport Safety Board (JTSB): As a Senior Regional Accident Investigator (last position) from 2009 to 2016, he investigated and analyzed 13 serious accidents and more than 50 accidents and prepared and published draft reports. During his tenure at the JTSB, he analyzed accidents as an analyst for the Correspondence Group of the International Maritime Organization (IMO) III (Sub-Committee on Rules Implementation) and the results were published on the IMO website Lessons Learned. As a consultant to the IMO, he prepared educational materials for the "National Training Course on Marine Casualty and Incident Investigation" in collaboration with the former Chief Accident Investigator of the United Kingdom, and provided training to the officials of the Government of the Republic of the Philippines. He studied the fundamentals of accident investigation and analysis at Cranfield University in the U.K. and received his doctorate in accident prevention using a new accident model from Kobe University in 2016.\n
