    This paper examines how female and foreign corporate directors influence their corporation’s climate change behaviour. This study found that female directors contribute to the formulation of their company’s climate change vision, and foreign directors contribute to the formulation of a climate change mission. Japan has set a long-term goal of reducing greenhouse gas emissions to net zero by 2050, an extremely difficult goal to achieve. Our results suggest that it is important to appoint female and foreign directors to achieve net zero emissions. Our results also suggest that diversity among company directors needs to be further expanded.

    <p>In recent years, with the increasing involvement of urban residents in agriculture, there has been more flexibility in the forms of involvement in agriculture and farmland, and more attention has been paid to urban-rural interactions and related populations. As urban residents' involvement in agriculture has become more flexible and diverse, a new and more dynamic planning theory of agriculture is required to address the various intermediary relationships between urban and rural areas. This study adopts a step-by-step approach to analyze the related population to evaluate the possibility of urban residents' participation in agriculture based on their current level of involvement and future level of interest in agriculture. The purpose of this study is to gain insight into the nature of the relationship (relationship model) between urban residents and agriculture.</p>

    <p>In the Chikugo area of Fukuoka, the plastic resin composition survey was conducted with the aim of promoting "visualization" through material recycling. In this survey, plastic products were classified into “toys/sporting goods/musical instruments”, “stationery”', “tableware/dietary goods”', and “daily necessities/miscellaneous goods”. Resin classifications were PE, PP, PS, PET, PVC, ABS, PC, PA, other resins, unknown, and different materials. Plastic products collected at bases was further classified into “single resin”, “composite resin”, and “composite of different materials”. As a result, regarding site collection system of plastic products, 1) there are local governments that bring in more items for site collection than for bulk collection, 2) many of them are composed of PP, and 3) it is possible to reduce inappropriate materials made from different materials. 4) It was also suggested that quality improvement effects can be expected according to the circumstances of local governments, such as sorting and classification at collection sites. As a conclusion, it is thought to be effective to use point collection in addition to the promotion of bulk collection.</p>

    Currently, businesses worldwide are expected to make long-term commitments aimed at climate change mitigation to achieve carbon-neutrality by 2050. However, before companies make long-term commitments, they may need incentives or institutional arrangements that encourage them to act. Previous studies have suggested that these incentives and institutional arrangements differ from those offered to encourage short- and mid-term activities. Japan has established a government-industry collaboration to mitigate climate change. This framework has proven to be organized and effective in undertaking climate action for the short- and medium-term; however, a more effective framework could be developed to promote a long-term strategy. This study surveyed 235 Japanese companies to examine effective institutional arrangements related to climate action. It demonstrated that the business sector aims to formulate institutional arrangements to ensure fairness and transparency in its climate change actions. Accordingly, norms, financial incentives, and accountability were identified as important factors. Furthermore, norms set by industry associations and international organizations influence the establishment of long-term commitments, unlike those set by third parties. Financial incentives were effective for encouraging long-term commitments and general mitigation activities, notably short- to mid-term activities. Information disclosure and verification by a third party had a positive effect on ensuring accountability in vision and quantitative target-setting for CO2 emission reduction. Long-term commitments are encouraged when such institutional arrangements serve as a self-regulating system for companies to establish and implement their vision. Key policy insights The role of non-state actors has attracted attention for achieving climate-related goals. Thus, identifying a mechanism that incentivizes non-state actors, particularly in the business sector, is crucial. Traditionally, government-guided frameworks have worked well in Japan. This study demonstrates the role of business associations, international organizations, and third parties in formulating institutional arrangements that promote a long-term commitment toward the 2050 vision. Industry associations and international organizations serve as norm-setters, while third parties act as a verifying body, enforcing fairness and transparency. Thus, appropriate institutional arrangements could serve as a self-regulating system to encourage companies to achieve climate change-related actions.

    <p>In the Chikugo area of Fukuoka, the plastic resin composition survey was conducted with the aim of promoting "visualization" through material recycling. Based on the results obtained from 3 samples while paying attention to the influence of errors due to sampling, the composition ratio of plastic containers and packaging (78 to 89%) is highly similar between local governments, especially films (33 to 37%), tray blister (25 to 32%), cups and cap (6 to 8%) have many similarities. As for plastic products, on the other hand, it is suggested that the properties of plastic products collected with plastic containers and packaging are not stable. But there are many plastic products with high quality (PP: 55%, PE: 26%) which facilitates material recycling in case of the base collection. It is therefore desirable to clarify the relationship between the collection system of plastic products and their properties.</p>

    <p>Local governments in the Chikugo district of Fukuoka Prefecture have been working on collective collection and resource recycling through wide-area collection from early on, but in order to improve sorting behavior, it is necessary to visualize recycling, and to realize high-quality plastic material recycle. This report is the result of the residents' questionnaire of the five local governments conducted in 2021. Sorting behavior and remanufactured plastic product purchasing behavior have a significant attitude toward the regional circulation of plastics, along with awareness of plastic environmental issues and regional awareness. We think that the improvement of citizens' sorting behavior will be achieved by establishing social conditions of these behaviors, enlightenment activities, and by rooting in the community and realizing recycling that can be felt in daily life through the regional circulation of plastics.     With the rapid diffusion of TCFD guideline, companies conduct scenario analysis. There are much unknown factors in these field. This study found further communication among relevant people is necessary to use scenario in this end.
    To facilitate corporate action toward 2050 carbon neutral target, various institutional arrangement including standardization must be established. However, there are gaps among companies according to the sectors and company’s size. This study also found that information dissemination and verification are effective for facilitating company’s action. The diversity of directors members is also important, particularly the existence of female in board of directors is related with the activation of climate related activities.
