Specifically, we introduce heterogeneity in sensitivity to stigma among low-income and middle-income individuals, respectively, and we incorporate each player's decision to take-up benefits. In addition, we also consider the detection rate by screening for means testing welfare applicants among middle-income individuals. Our results show that a universal basic income scheme is politically supported when the detection rate is high, and means testing welfare scheme is adopted when the detection rate is low..
