栗田健一, 小原拓也, Political economy of basic income and means testing with welfare fraud, non-take-up, and stigma, 公共選択学会, 2021.12, This paper analyzes the political economy of means testing welfare and universal basic income scheme in a setting of endogenous welfare fraud and incomplete take-up under means testing scheme. Specifically, we introduce heterogeneity in sensitivity to stigma among low-income and middle-income individuals, respectively, and we incorporate each player's decision to take-up benefits. In addition, we also consider the detection rate by screening for means testing welfare applicants among middle-income individuals. Our results show that a universal basic income scheme is politically supported when the detection rate is high, and means testing welfare scheme is adopted when the detection rate is low.. |
